I am writing again to formally state that I am moving all my publications—including the Navigator, INSTAT, CaraPlaybook, and CaraPortfolio—away from the Substack platform, effective as soon as a new template can be completed.
While I enjoyed sharing my analysis here, the primary driver for this move is a critical security concern. Recently, I have been bombarded with Substack-generated spam; however, the critical issue is that paid subscribers have warned me that fraudulent actors are impersonating me on this platform. These individuals are using my name and photo to lure subscribers into private “equity deals” and “Sniper Strategies” via third-party chat apps like Telegram.
The Details of the Fraud
Subscribers have reported contact from handles such as @billcaradotcom74. Please be advised:
I do not engage in private solicitations for “off-book” investment deals.
I do not use Telegram to conduct business or offer “Sniper” investment strategies.
Any request for a private chat regarding specific equity deals under my name on this platform is fraudulent. It is a criminal act. Please do not fall for it.

To ensure the integrity of my fiduciary responsibility and the quality of the reports you expect, I am migrating my work to a secure, independent environment. I will provide full details as soon as the new site and Stripe connection have been completed.
