It seems to me that the Federal government could set up a partnership with the public, who could be asked to donate to what might be called FEMA Cities. The government is in the process of closing a large number of military bases. Why not donate some of these facilities to a public trust. The public then would be asked to make sufficient donations to pay for the changeover to emergency management facilities " things like stored MRE's (meals ready to eat) and water supplies, washrooms and showers, tents and beds, capable of housing the number of people that were displaced by Katrina, and chillingly, could be displaced in a terrorist invasion. Today the problem was a freak of nature. The next one " every bit as serious " could come from a freak of society.
